In September 1999, the National Government issued Supreme Decree 25502, which approved the Regulations for the Construction and Operation of Refineries, Petrochemical Plants and Process Units. This Supreme Decree is historically very important, since at that time the private sector is allowed to get involved in refining activity, an activity that was 100% controlled by the state. It is at that moment that the Equipetrol S.A. Business Group, decides to get involved in this activity and together with another group they create the Import Export America Russ S.R.L. Company. Subsequently, Grupo Equipetrol S.A. acquires the majority of the company's shares and transforms it into a public limited company under the name of Refinería Oro Negro. It is important to clarify that our company is 100% Bolivian, with 100% Bolivian partners.
