The Ineos project permit issue is part of a larger Belgian political issue, i.e. a (lack of) nitrogen decrete. The Flemish government hasn’t reached an agreement (yet) due to different interpretation of an earlier framework between the concerned political parties. One element being the different treatment between industry and the farmers. 
In this environment it is risky to kick off a project (which Ineos actually did) before having the permit in hand. The permit was not granted (yet?), based on insufficient legal ground. Last week, the Flemish government, the prime Minister, the maire of Antwerp and others politicians met with Jim Ratcliffe. They will do whatever is possible to make Project One work, but obviously subject to a legal framework to be created. To be continued.
