According to the article, the bio-based fraction comes from 2-Octanol derived from Castor Oil. Castor Oil is a vegetal oil that contains about 84% Ricinoleic Acid.

In order to obtain 2-Octanol, there is a 5-Chemical Step process involved plus separation steps:
- Hydrolysis + Separation of  Ricinoleic Acid
- Dehydrogenation of the Ricinoleic Acid
- Keto acid isomerisation of the so formed ketone
- Retroaldol cliveage of the formed conjugated ketone, which forms two products: methyl hexyl ketone and the aldehyde of decanoic acid
- Only methyl hexyketone is converted in 2-octanol by hydrogenation

I am not sure it is worth the effort to create that product.  There are much more important plasticizers, oxoalcohols and acrylates that needs to be added prior to that one.
