Sinopec Guangzhou (Luoyang) Engineering Co., Ltd. (hereinafter referred to as the company), founded in October 1956, is a wholly-owned subsidiary of Sinopec Engineering (Group) Co., Ltd., with its former names as Fushun Design Institute of the Ministry of Petroleum Industry, No.2 Petroleum Refining Design & Research Institute of China Petroleum Ministry, Luoyang Petroleum Refining Design & Research Institute / SINOPEC, Luoyang Petrochemical Engineering Corporation / SINOPEC and Sinopec Luoyang Engineering Co., Ltd. 

At present, the company has grown into a high-tech enterprise in the energy and chemical industry, serving both as process licensor and EPC project contractor. Moreover, it holds the National Comprehensive Class A Design qualification certificate, Project Engineering Consulting Class A Credit, Pressure Pipelines and Vessels Engineering Design licenses and other qualifications and certificates.

It has completed over 5,000 large and medium-sized engineering and construction projects in the fields of energy and chemical engineering industry such as plants, process units, oil depots, long-distance pipelines and municipal facilities. Its performances have distributed all over China.In addition, it has successfully executed the engineering design, procurement and EPC project contracting for nearly 100 overseas projects in Asia, Europe, America and Africa and other areas.

The company has successfully completed more than 500 items of the national and Sinopec's key R & D programs on fluid catalytic cracking, residue oil hydrotreating, ultra-low pressure continuous catalytic reforming, heavy oil catalytic cracking, dry gas to ethylbenzene, methanol to light olefin (DMTO), liquid phase hydrogenation of diesel oil, new-type sulfuric acid alkylation, the complete set of technologies for safe and environment-friendly delayed coking and closed decoking storage and transportation, moving-bed aromatization, development of green hydrogen engineering technology and demonstration of green hydrogen refining technology etc.

The company has accumulatively won 55 items of national scientific and technological progress awards and invention awards, 356 items of provincial and ministerial scientific and technological progress awards and invention awards, and 991 items of active patents authorized by the state authorities. It has formed unique technologies with its own advantageous characteristics in the fields of petroleum refining, oil and gas storage and transportation, modern coal chemical industry, hydrogen energy, energy conservation and environmental protection, and so on.

The company, as the leading EPC project contractor, has undertaken a number of sour crude oil processing bases in Zhenhai, Dalian, Maoming, Guangzhou and other places, as well as the overall planning and engineering design of super large-scale refining and chemical integration projects for Dalian Hengli Petrochemical Co., Zhejiang Petrochemical Co. and Shenghong Refining & Chemical Co., as well as a number of key engineering and construction projects, such as Luoyang Petrochemical Co., Zhongke Integrated Refinery & Petrochemical Project, Oil Deep Processing Project and Aromatics Complex Project of Kazakhstan Atyrau Refinery, Kuwait Al-Zour Refinery Project etc.
