CITGO Holding, Inc. is a private Delaware-incorporated holding company that serves primarily as the direct parent of CITGO Petroleum Corporation, the well-known U.S.-based refiner and marketer of fuels and petrochemicals. Its principal function is to own all shares in CITGO Petroleum, providing a layer of corporate organization and asset protection between the operating company and its ultimate international shareholder, Venezuela's state oil company PDVSA.
