LLC Gazprom Pererabotka Blagoveshchensk (Russian: ООО «Газпром переработка Благовещенск», abbreviated GPPB) is the investor, customer, and operating organization of the Amur Gas Processing Plant (Amur GPP). It is a wholly-owned subsidiary of LLC Gazprom Pererabotka, itself part of the Gazprom Group.
Ownership & Incorporation
GPPB was incorporated on 3 July 2014 and registered with the Federal Tax Service for Amur Oblast. It is owned by LLC Gazprom Pererabotka (shareholder since 11 February 2015), with a minority stake held by LLC Gazprom Upravleniye Aktivami KSN (since 20 November 2019). Gazprom Pererabotka itself is ultimately wholly owned by PJSC Gazprom (100%), giving Gazprom indirect full control of GPPB. The shareholding percentage held by LLC Gazprom Pererabotka in GPPB is approximately 99.999999997724%.
Role & Activities
GPPB was established by Gazprom as a special-purpose company (SPV) to implement the Amur GPP project. It serves simultaneously as investor, project owner, and plant operator. The Amur GPP, once all 6 processing trains are operational, will process up to 42 bcm/yr of raw gas from the Power of Siberia pipeline, producing annually: 38 bcm of pipeline-quality methane for export to China, 2.4 Mt of ethane, 1.5 Mt of LPG, 200 kt of pentane-hexane fraction, and 60 Mm³ of helium.
