Description

The Omsk Refinery is Russia's largest crude processing complex, with an installed annual capacity of roughly 22.23 million tonnes (about 447,000 barrels per day).

Production Capacity and Throughput

The refinery's crude distillation is split across four primary units—CDU-10 (24,580 t/day, ~38% of capacity), CDU-11 (24,000 t/day, ~37%), and two mothballed backup units, CDU-7 and CDU-8, at 10,000 t/day each. In recent operating years the plant processed around 20–22 million tonnes of crude annually, achieving a refining depth of up to 100% and a light-product yield exceeding 80% following modernization, up from 71% and 91% respectively in 2021. In 2024 the refinery processed roughly 22 million tonnes of oil (about 440,000 bpd), yielding 5 million tonnes of petrol and 8 million tonnes of diesel.

Process Units and Technologies

Process Unit Capacity (bpd) Function/Technology
Crude distillation (ELOU-AVT) 447,000 Primary desalting and atmospheric-vacuum distillation
Delayed coker (DCU) 54,000 Converts heavy fuel oil into gasoline, diesel and petroleum coke; technology licensed by Amec Foster Wheeler, engineered by RusTechnip (TechnipFMC–Rustechexport JV)
Catalytic cracker (FCC) 72,000 Fluidized catalytic conversion of vacuum gas oil into light products
Hydrocracker 143,000 Deep conversion of heavy fractions into diesel, jet fuel and other Euro-5 products
Catalytic reformer (platformer) 20,000 Aromatics and high-octane gasoline component production
Hydrotreating/desulphurization 135,000 Removes ~99.8% of sulfur from petrol and diesel per 2018 clean-air decree
Alkylation 9,000 Sulfuric-acid alkylation for high-octane blending components
Isomerization (Isomalk-2) 28,000 Largest unit of its kind in Russia/Europe, 800,000 t/year capacity, producing zero-sulfur, zero-aromatic high-octane blendstock for Euro-4/5 gasoline
MTBE unit Methyl tertiary butyl ether production for octane boosting
Sulfur/hydrogen production Recovery units supporting hydrotreating operations
Aromatics complex (11 units) Includes fine fractionator, hydrotreater, platformer, extractor, paraxylene unit, xylene isomerization, transalkylation, and toluene hydrodealkylation units

The aromatics complex is a standout feature, producing benzene at 99.98% purity, para-xylene at 99.95%, and ortho-xylene at 99.6%—among the highest purity grades achieved anywhere in the world. A new grassroots primary processing complex, commissioned starting 2023, added 8.4 million tonnes/year of crude capacity plus 1.2 million tonnes/year of gas condensate processing, replacing six older-generation units and incorporating automated air-quality monitoring.wikipedia+2

Product Portfolio

The refinery manufactures more than 50 distinct petroleum products, generally meeting European emissions standards. Its output spans:wikipedia

  • Motor fuels: high-octane gasoline (Euro-5 compliant) and diesel fuel
  • Aviation fuel: internationally certified Jet A-1, with capacity of 300,000 tonnes/year
  • Petrochemical aromatics: benzene, toluene, ortho-xylene, para-xylene
  • Heavy/residual products: fuel oil, bitumen, petroleum coke (feedstock for the aluminum industry)
  • Gas products: liquefied petroleum gases and stable gas condensate
  • Specialty products: lubricants, additives, catalysts, and modern bituminous materials
