China Accelerates Coal-to-Olefins Expansion: 36 Projects Target 24Mt Annual Capacity

Jan 13, 2026 — Beijing: China has intensified its coal-to-chemicals strategy with 36 approved coal-to-olefins (CTO) projects representing over 24 million tonnes of annual olefins production capacity, according to the South China Morning Post. Twenty of these facilities are already operational, primarily concentrated in coal-abundant provinces including Shaanxi and Inner Mongolia.

 

Economic Viability Underpins Strategic Shift

The economics of coal-based olefins production remain compelling at current commodity prices. Industry analysis indicates production costs around 6,300 yuan (US$900) per tonne—approximately 1,500 yuan below oil-based routes—with breakeven occurring at prices as low as US$35 per barrel of oil, while other sources cite CTO cost advantage when coal prices are below ¥1,000/tonne and oil prices exceed $60/barrel. This cost advantage provides substantial margin protection even in lower oil price environments, reinforcing the technology's commercial sustainability beyond purely strategic considerations.

Energy Security Drives Feedstock Diversification

The expanded CTO deployment aligns with China's broader energy security objectives, leveraging domestic coal reserves to reduce dependency on imported crude oil for petrochemical feedstocks . Olefins—primarily ethylene and propylene—serve as fundamental building blocks for plastics, synthetic fibers, and elastomers, making feedstock flexibility strategically critical for downstream chemical manufacturing .
