The Sinopec Henan (formerly Luoyang Petrochemica) facility  was approved under the State's 5^th Five-Year Plan as a 5 million t/y refinery, with construction beginning in 1978 and first commercial operations in 1984.

Over successive investment phases, it evolved into the only 10 million tonne-level integrated refining and chemical complex in Central China and the leading petroleum and petrochemical project in Henan Province.
