Fujian Zhongjing Petrochemical Group Co., Ltd. (福州中景石化集团有限公司) is the primary operating and investment arm of the China Flexible Packaging Group (中国软包装集团) in mainland China. Established on June 9, 1998, the company manages the group’s flagship petrochemical and flexible packaging assets, including the Zhongjing Petrochemical Science and Technology Park in Fuqing—a globally unique integrated industrial chain spanning propane dehydrogenation (PDH), polypropylene (PP) production, and biaxially oriented polypropylene (BOPP) film manufacturing.

Ownership Structure:

Fuzhou Zhongjing Petrochemical Group is 100% owned by China Flexible Packaging Group Holdings Limited (中國軟包裝集團控股有限公司), a Hong Kong–registered entity established in 1992. This offshore holding company serves as the ultimate parent for international investment, tax optimization, and liability management, while Fuzhou Zhongjing Petrochemical Group operates as the mainland-based industrial subsidiary.

Role in the Group:

• Domestic Operations: Fuzhou Zhongjing Petrochemical Group owns and manages critical subsidiaries such as Fujian Zhongjing Petrochemical Co., Ltd. (PP/BOPP production), Fuzhou Wanjing Petrochemical Co., Ltd. (PDH), and Fujian Meide Petrochemical Co., Ltd. (PDH).

• International Activities: The Hong Kong parent (China Soft Packaging Group Holdings) facilitates cross-border investments, technology licensing, and global trade, leveraging offshore advantages such as flexible corporate governance and tax efficiency.

Industrial Integration:

The group’s operations are centered in the Zhongjing Petrochemical Science and Technology Park in Fuqing, which as of May 2025 integrates:

• LPG Import Terminals (1 million m³ storage capacity with an annual throughput capacity of 4 million tonnes)
• PDH Plants (2.5 million tpy propylene capacity using Lummus CATOFIN and Honeywell UOP Oleflex technologies)
• PP Plants (2.2 million tpy capacity via LyondellBasell’s Spheripol and Sinopec ST-PP technologies)
• BOPP Film Lines (900,000 tpy capacity, making it the world’s largest producer).
