TORC (Persian: شرکت پالایش نفت تهران — Sherkat-e Pālāyesh-e Naft-e Tehran), officially known as Tehran (Shahid Tondgooyan) Oil Refining Company, is Iran's capital city refiner and one of the country's nine major petroleum refining companies, operating under the supervisory oversight of NIORDC.

TORC operates the Tehran Refinery (Shahid Tondgooyan Refinery) at Rey City, on the southern outskirts of Tehran with a crude oil refining capacity of 250,000 b/d. As of early 2021, the refinery was producing approximately 6.6 million litres/day (~41,500 b/d) of gasoline, with an upgrade project awarded to raise this to 7.5 million litres/day (~47,170 b/d) at Euro-5 quality — targeting completion by mid-2024. The refinery processes crude oil into LPG, gasoline, jet fuel, gasoil, fuel oil, and bitumen, primarily for the Tehran metropolitan area domestic market.
