Tema Oil Refinery (TOR) Limited is Ghana's only operational crude oil refinery and was among the first eight refineries established in Africa. The facility was commissioned on September 28, 1963, as the Ghanaian Italian Petroleum (GHAIP) Company and incorporated as a private limited liability company in December 1960. Originally, GHAIP was 100% owned by the ENI Group (Ente Nazionale Idrocarburi) of Italy through its subsidiaries ANIC and AGIP. The Government of Ghana purchased all shares from ENI in April 1977, becoming the sole shareholder. The company was officially renamed Tema Oil Refinery (TOR) Limited in 1991.
