The Zeeland Refinery (ZR) is a crude oil refinery located in the Vlissingen-Oost industrial area (Sloegebied), municipality of Borsele, province of Zeeland, the Netherlands. It sits within the Amsterdam-Rotterdam-Antwerp (ARA) trading hub, one of the world's largest oil and oil products trade centers, giving it exceptional crude supply and product distribution logistics. With a crude distillation capacity of approximately 180,000 b/d, it ranks among the most sophisticated and energy-efficient refineries in Western Europe. The refinery employs over 700 people, including permanent maintenance contractors.


Ownership History

The refinery was built and initially operated by Total (now TotalEnergies), with crude distillation commissioned in 1973. From 1980 to 2009, the American chemical company Dow Chemical held a stake in the facility. In 2009, Dow divested its shares; Valero made an offer but was pre-empted by Total, who sold a 45% stake to Russia's Lukoil for approximately $725 million during a state visit by then-President Dmitry Medvedev — a deal widely perceived as expanding Russian influence in northwest European energy infrastructure. The refinery was subsequently renamed from Total Vlissingen to Zeeland Refinery in 2011.

Following US Treasury sanctions imposed on Lukoil in October 2025 — in connection with the conflict between Russia and Ukraine — Lukoil began divesting its international assets. Although the Zeeland Refinery was never formally subject to sanctions (Lukoil held only a minority stake), concerns about crude supply disruptions led TotalEnergies to act. In February 2026, TotalEnergies assumed full operational control of the refinery under an interim shareholder agreement, supplying all crude, financing all operations, and taking all output, while Lukoil retained its 45% equity stake pending a buyer. Under this arrangement, TotalEnergies is the de facto sole operator, with the Dutch government confirming no regulatory approval was required.

The hydrocracker was significantly expanded in 2018–2020 with the addition of a third reactor, increasing its throughput from ~68,000 b/d to approximately 80,000 b/d, making it one of the largest hydrocrackers in Europe. The refinery additionally processes approximately 2.5 Mt/year of vacuum gas oil (VGO) and straight-run fuel oil imported from other refineries as supplementary hydrocracker feedstock.


Products

The refinery produces a wide range of finished and intermediate products: LPG, gasoline, kerosene/jet fuel, diesel, fuel oil, lubricant base stocks, solvents, benzene, xylene, and sulphur. Naphtha and other streams also serve as raw materials for the chemical industry.


Technologies & Licensors

Hydrocracker: The hydrocracker at Zeeland is operated using Shell Global Solutions technology and catalysts. Shell Catalysts & Technologies has been documented as the hydrocracker technology and catalyst supplier, providing kinetic modelling and revamp services — including the third-reactor expansion — to improve product yield flexibility and enable processing of a wider range of VGO feedstocks.

Catalytic Reformer: A CCR (Continuous Catalytic Regeneration) type reformer producing high-octane reformate and aromatics.Specific licensor attribution for this unit at Zeeland has not been confirmed in public sources.

Hydrotreating: Naphtha and distillate hydrotreating units for sulphur removal and product upgrading. No specific licensor is publicly confirmed.

Hydrogen Production: The refinery operates two hydrogen production units. In 2021, an agreement was signed with Air Liquide Engineering & Construction to license and deploy Air Liquide's Cryocap™ FG (Flue Gas) carbon capture technology at these units, with a design capacity to capture more than 90% of CO₂ emissions and liquefy 2,400 tonnes of CO₂ per day.

Planning & Scheduling: The refinery uses Aspen Technology's GDOT system for real-time optimization of the middle distillate system, naphtha processing, residue processing, and hydrogen networks.


Energy Efficiency & Sustainability

Zeeland Refinery has improved its energy efficiency by 20% between 2008 and 2018 and owns an on-site solar park (Zeeland Solar) consisting of 28,000 panels across 22 football pitches, supplying approximately 25% of the site's electricity consumption. The refinery invests €50–60 million annually in capacity, safety, energy, and environmental projects.
