Recent Milestones (2024)
August 2024: The first large-scale oversized equipment, including the propylene tower and quench water tower, was completed and delivered to the site.
September 2024: The project entered the equipment installation phase with the first large tower (quenching water tower) successfully hoisted on September 17, marking the beginning of major equipment installation. By mid-September, overall project progress reached 13.6%.
November 2024: A critical review meeting was held November 7-8 to approve the overall construction deployment for the second construction phase. As of late November, the chemicals warehouse was officially handed over, and the project entered the piping installation and pressure testing phase with overall progress reaching approximately 90%.
Updated Timeline and Scope
The project now targets mechanical completion by end of 2025, with intermediate handover on June 30, 2026 and ready for commissioning by September 30, 2026. The total investment has been updated to 256.56 billion yuan (previously reported as 218.8-226 billion yuan).
Modified Project Scope
A significant project modification was announced in June 2024 to achieve near-zero CO2 emissions. The revised scope now includes:
-
2×400,000 tons/year CO2 capture units
-
450,000 tons/year ammonia synthesis unit
-
800,000 tons/year urea production unit
-
PSA (pressure swing adsorption) unit
These additions will utilize hydrogen from both Phase I and Phase II ethylene units plus captured CO2 to produce urea, creating a circular carbon economy. The project now comprises 13 main production units (up from the original 11), with 10 units using domestic technology, 9 of which using PetroChina's proprietary technologies.
