Yan'an Refinery and the co-located Yan'an Petrochemical Plant

Shaanxi Yanchang Petroleum (Group) Co., Ltd. — Refining & Chemical Company (Chinese: 陕西延长石油（集团）有限责任公司炼化公司) — (short name: Yanchang Petroleum Refining & Chemical Co. / 延长石油炼化公司) is a wholly owned subsidiary of Shaanxi Yanchang Petroleum (Group) Co., Ltd., incorporated on 20 January 2006. It is the core refining and petrochemical arm of the Yanchang Group, responsible for crude oil and natural gas processing, the production of refined fuels and chemical products, and the construction and management of refinery and petrochemical facilities.

Operational Units

The company oversees nine production and operational units across Shaanxi Province, of which five are named as per table below, with a combined crude distillation capacity of 17.4 million mt/yr and annual output including gasoline, diesel, LNG, polypropylene, styrene, MTBE, and other chemical products. Its LNG production arm — Shaanxi Yanchang Petroleum Natural Gas Co., Ltd. — is the largest LNG producer in China.

Future Status

Shaanxi Yanchang Petroleum (Group) Co., Ltd. — Refining & Chemical Company is undergoing a major strategic transformation of its refining and petrochemical asset base. The centrepiece is the RMB 80.29 billion Yan'an 10 million mt/yr Integrated Refining & Petrochemical Project (延安1000万吨/年炼化一体化转型升级项目), officially submitted for regulatory approval and targeted for construction commencement in 2026. The project is designated the "Number One Project" in the energy and chemical sector of Shaanxi Province's 14th Five-Year Plan.

As part of this initiative, the Yan'an Refinery and the co-located Yan'an Petrochemical Plant will be shut down and consolidated into the new complex. The Yongping Refinery is subject to a parallel process: its related production capacity will be relocated and replaced, with outdated equipment phased out as part of the same structural adjustment. Upon completion, the new integrated complex will shift the group's oil-to-chemical output ratio from the current approximately 9:1 to 5:5, establishing a modern high-end refining and petrochemical base integrating oil refining, chemical production, and new materials. The future of the Yulin Refinery under this consolidation has not been publicly confirmed to the same level of detail.
