The Niagara PVC Plant is a polyvinyl chloride (PVC) resin manufacturing facility operated by Oxy Vinyls Canada Co., a wholly-owned subsidiary of OxyChem (Occidental Chemical Corporation, a Berkshire Hathaway company), located at 8800 Thorold Townline Road, Niagara Falls, Ontario, Canada. The plant has been in continuous operation since 1957 and has undergone seven expansions since its founding, making it one of the longest-operating PVC facilities in North America. It is Canada's largest — and only — manufacturer of PVC (vinyl) resins.
The facility produces suspension-grade PVC resin using a free-radical aqueous suspension polymerization process, with vinyl chloride monomer (VCM) as the primary feedstock, supplied by rail from OxyChem's VCM operations in LaPorte, Texas (maximum permitted VCM intake of approximately 772.5 million lb/yr). Current approved production capacity stands at approximately 318,597 t/yr following a capacity expansion approved by the Ontario Ministry of the Environment in December 2025, which also included the installation of two additional air-cooled condenser units.
PVC resin produced at the site is used across a wide range of downstream applications including building and construction (house siding, window profiles), medical devices, automotive components, wire and cable insulation, and packaging.
The facility employs approximately 92 full-time employees and holds Ontario Environmental Compliance Approval (air & noise) No. 4451-AH9ML8. Process water is drawn from the Welland River under a 10-year Permit to Take Water (renewed August 2024).
