The Guru Gobind Singh Refinery (GGSR), operated by HPCL-Mittal Energy Limited (HMEL) — a joint venture between HPCL and Mittal Energy Investment Pte Ltd — is a 11.3 MMTPA integrated refinery and petrochemical complex located near Bathinda, Punjab, commissioned in 2012.

Crude oil is supplied via a dedicated 1,017 km cross-country pipeline from Mundra Port on India's west coast, feeding a high-conversion configuration with a Nelson Complexity Index of 10.3 that includes a Delayed Coker Unit ensuring zero fuel oil output.

Beyond transportation fuels, the refinery produces polypropylene and HDPE, positioning GGSR as one of northern India's most sophisticated integrated refinery-petrochemical facilities.
